No significant fiscal implication to the State is anticipated.


The bill would require the Health and Human Services Commission to adopt rules limiting the use of money appropriated for purposes related to long-term care waiver programs.  Specifically, the rules would prohibit the Department of Human Services and the Department of Mental Health and Mental Retardation from using money expressly appropriated for a long-term care waiver program for any purpose other than: (1) establishment and maintenance of long-term waiver slots, (2) provision of certain wrap-around services specifically associated with long-term care waiver slots, and (3) development and support of family-based alternatives for children.

The bill could direct the use of appropriations.
