No fiscal implication to the State is anticipated.

The bill would amend the Water Code to require a groundwater conservation district that anticipates using site-specific information in its management plan to submit the information for review to the executive director of the Texas Water Development Board not later than the 60th day before the date of the public hearing at which the plan will be considered for adoption. The executive director would be required to provide comments to the district regarding the site-specific information in a timely manner so that the director's comments may be considered at the public hearing.

The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

The Texas Water Development Board already reviews the management plan or groundwater conservation districts. The proposed revision to the statute would place time frames in which the review should occur.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
