LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 9, 2003

TO:
Honorable Kino Flores, Chair, House Committee on Licensing & Administrative Procedures

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1241 by Homer (Relating to insurance for lottery sales agents and lottery vendors to cover the theft or loss of certain lottery tickets and other items.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 446, Government Code by adding Section 466. 026 requiring the Lottery Commission to provide optional loss insurance for scratch-off or other instant-win tickets for sales agents or lottery vendors who produce, store, distribute, transport or sell lottery tickets.

The bill would take effect September 1, 2003.

The Commission indicates some costs associated with providing this insurance, however it is assumed the agency could implement the provisions of the bill within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
