LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 14, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1253 by Crownover (Relating to the employment status and salary entitlement of public school educators who receive retirement benefits under the Teacher Retirement System of Texas.), As Introduced

No fiscal implication to the State is anticipated, according to the Texas Education Agency.

Local Government Impact

The bill would make retirees employed by school districts exempt from the minimum salary schedule in Chapter 21 of the Education Code. According to the Texas Education Agency, school districts would probably be able to save substantial amounts of salary costs by negotiating lower rates of pay for retirees.  The amount of savings would depend on the willingness of retirees to return to work for less pay, and the willingness of districts to pay a wage high enough to attract retirees.
