HB1256 by Flores (Relating to a prohibition of expansion of managed care delivery systems under the state Medicaid program.), As Introduced

No significant fiscal implication to the State is anticipated.


The bill would prohibit the Health and Human Services Commission (HHSC) from implementing additional Medicaid managed care pilot programs, Medicaid behavioral health pilot programs, or Medicaid STAR+PLUS pilot programs; or otherwise expand the use of managed care delivery systems under the Medicaid program in this state.  The bill would not affect the authority of HHSC or a health and human services agency to administer a pilot program or other managed care delivery system that is in operation on the effective date of this act.

HHSC indicates the bill would have no fiscal impact as no Medicaid managed care expansions are currently planned to be implemented by any health and human services agency after the assumed effective date of this bill, September 1, 2003. 

However, the bill would have the effect of limiting policy options available to legislative budget committees.  


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
