LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 30, 2003

TO:
Honorable John T. Smithee, Chair, House Committee on Insurance

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1267 by Seaman (Relating to small employer health benefit plans.), As Introduced

No significant fiscal implication to the State is anticipated.

The Department of Insurance would be required to revise current rules and conduct research in order to develop basic and catastrophic small employer prototypes and “entire contract”-related standards. Checklists and product resource guides for Health Maintenance Organizations would also need to be updated.  The agency indicates that any additional workload could be absorbed within current resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
