No fiscal implication to the State is anticipated.

The bill would amend Section 252.043, Local Government Code, to add to the list of existing issues to be considered by a municipality in determining the best value when awarding a contract the impact on the ability of the municipality to comply with programs relating to contracting with minority, and women-owned businesses. The bill would take effect September 1, 2003.


Local Government Impact

Current statute includes considering the municipality's ability to comply with laws and rules relating to contracing with historically underutilized businesses. The proposed statute would add consideration of the municipality's ability to also comply with programs relating to the contracts and would add contracting with minority-owned and female-owned businesses.

No significant fiscal implication to units of local government is anticipated.
