No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by giving the Texas Correctional Industries division of the Texas Department of Criminal Justice (TDCJ) supervision authority over the production of articles and products in craft shops operated by TDCJ.  The bill would also amend the Transportation Code by specifying that the TDCJ, the Texas Department of Transportation, and the Texas Building and Procurement Commission shall set the price to be paid for each license plate or insignia.  Fiscal implications from the bill would be based solely on the provision that would establish supervision over the production of articles and products in craft shops.  The Manufacturing and Logistics Division of TDCJ reported the cost of supervising production of goods at the craft shops would require 67 additional employees at a yearly cost of $1,939,464.  Cost of the bill would depend on whether existing employees could be shifted within TDCJ to provide services required by the bill, and the level of future supervision that would be provided in the future compared to current supervision levels.  For this analysis, it is assumed that any work resulting from the passage of this bill could be reasonably absorbed with current resources.
