The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

The bill would add Chapter 1603 to the Occupations Code to create the Texas Commission on Barbering and Cosmetology and amend Chapters 1601 and 1602 of the Occupations Code to abolish the Texas Board of Barber Examiners (TBBE) and the Texas Cosmetology Commission (TCC).

The bill would take effect September 1, 2003.  The TBBE and TCC would continue to exist until September 1, 2004 for the sole purpose of transferring all obligations, property, rights, powers, and duties to the new agency.


Methodology

TBBE and TCC assume 6 full-time equivalent positions would be eliminated after a six month transition process to form the new agency in 2004.  Cross-training for inspectors is assumed to cost $7,500 in 2004.


Local Government Impact

No fiscal implication to units of local government is anticipated.
