No significant fiscal implication to the State is anticipated.
The bill would reenact and amend Subchapter E, Chapter 42, Human Resources Code, which was abolished at the end of fiscal year 2001. The bill would require the Department of Protective and Regulatory Services (DPRS) to establish a streamlined procedure authorizing child-care facilities and child-placing agencies to operate without a license if they are accredited by an organization approved by the department.
DPRS reports that there was one approved accreditation organization with eight facilities in fiscal year 2001 and estimates that two half-time employees would be needed to administer the program during fiscal year 2004 and beyond. The annual cost would be less than $60,000 including salaries, other personnel costs, other operating costs, and fringe benefits. These costs would not be significant at current funding levels. The bill would take effect immediately if enacted with a two-thirds vote of all members elected to each house. Otherwise, it would take effect on September 1, 2003.
