LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 5, 2003

TO:
Honorable Kenny Marchant, Chair, House Committee on State Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1417 by Christian (Relating to requiring a state agency to notify a member of the legislature about certain expenditures that will affect the member's district.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require a state agency to promptly inform a member of the legislature of the agency's decision to build, expand, or substantially repair a road, a bridge, or other infrastructure located in the member's district.  The bill also requires such notification from a state agency in the purchase of equipment that will be permanently or regularly located in the member's district and in awarding a grant or contract, other than a statewide grant or contract.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
