Honorable Kent Grusendorf, Chair, House Committee on Public Education
FROM:
John Keel, Director, Legislative Budget Board
IN RE:
HB1447 by Howard (Relating to the State Board of Education review of public school textbooks.), As Introduced
No significant fiscal implication to the State is anticipated.
This bill would amend Chapter 31 of the Texas Education Code to expand the definition of factual errors in textbooks to include content that is missing from a textbook in such a way that the omission represents “viewpoint discrimination or special interest advocacy on major issues” as determined by the State Board of Education. Although the bill suggests additional work requirements for the textbook review panels supported by the Texas Education Agency, it is expected that the panels can complete these duties within the current level of agency resources.
Local Government Impact
No fiscal implication to units of local government is anticipated.
