No significant fiscal implication to the State is anticipated.
The bill would direct the Health and Human Services Commission (HHSC) to develop a statewide suicide prevention plan and establish a Suicide Prevention Council to advise and assist the commission in developing and overseeing implementation of the plan.
The bill would allow HHSC or any other state agency participating in the Suicide Prevention Council to accept gifts, grants, and donations for the purpose of implementing and developing the plan. It is assumed that the suicide prevention plan would not be implemented unless sufficient gifts, grants, and donations for this purpose were made available to HHSC or another state agency participating in the council.
The bill would authorize a member of the council to be entitled to reasonable and necessary travel expenses incurred by the member in attending meetings of the council. In order for HHSC to provide travel reimbursement to public (non-state worker) members of the council, specific authorization would need to be granted in the General Appropriations Act. HHSC estimates that travel reimbursement for public members would total $6,000 per year. It is assumed that HHSC would be able to provide travel reimbursement for public members only if sufficient gifts, grants, and donations were received for this purpose.
