LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 16, 2003

TO:
Honorable Steve Ogden, Chair, Senate Committee on Infrastructure Development and Security

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1528 by Harper-Brown (Relating to a declaration of a local state of disaster by certain joint airport boards.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would authorize the chief administrative officer of a joint airport board to have exclusive authority to declare that a local state of disaster exists within the boundaries of an airport operated or controlled by the joint board, regardless of whether the airport is located in or outside the boundaries of a political subdivision. The bill would take effect September 1, 2003.

Local Government Impact

Providing authority to the chief administrative officer of a joint board to declare a local state of disaster would not have a fiscal impact to the joint board or to the municipalities that created the joint board; however, if the administrative officer were to have need to exercise the authority to declare a local state of disaster, the joint board would then be authorized to seek assistance directly through the county program if the board exceeds its resources in handling the disaster.
