No fiscal implication to the State is anticipated.

The bill amends sections 201(a) and (b) of Government Code by including a Health and Human Services Commission (HHSC) representative on the Telecommunication Planning and Oversight Council (TPOC) and the appointment of a HHSC representative promptly after the Act takes effect; specifying a staggered 2-year term for TPOC members, adding November 1 as the date for submission of council’s annual report, and limiting the liability of TOPC members.
