HB1600 by Madden (Relating to the issuance of special license plates for members of the American Legion.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed “Still Serving America” license plates for passenger cars and light trucks owned by members of the American Legion.  The bill would require plates to be designed in accordance with specifications and requirements of the bill; applicants to submit a $18 annual fee in addition to other registration fees; that $8 be deposited to the credit of the State Highway fund for administrative costs; and $10 to be deposited to the credit of a newly created General Revenue dedicated account to be used by the Texas Veterans Commission (TVC) for purposes identified in the bill.  The bill would require a vehicle owner to return the special plates to TxDOT, if the owner disposes of the vehicle during the registration year.

 

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.  Also, the analyses provided by TxDOT and TVC indicate that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

 

Because the legislation would create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.

 

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
