No fiscal implication to the State is anticipated.

The bill relates to the regulation of certain chemical precursors under the Texas Controlled Substances Act.  The bill would amend Section 481.077, Health and Safety Code, to describe exceptions to the record keeping requirements for chemical precursors. The bill would amend Section 481.124, Health and Safety Code, to clarify the circumstances under which the illegal manufacture of methamphetamine can be presumed to be occurring and to more clearly define the role of the director of the Department of Public Safety in the designation of chemical precursors.

The bill would take effect September 1, 2003.

Based on the analysis of the Department of Health and the Department of Public Safety, no significant fiscal implication is anticipated.
