Honorable Phil King, Chair, House Committee on Regulated Industries
FROM:
John Keel, Director, Legislative Budget Board
IN RE:
HB1635 by King (Relating to the uses of the telecommunications infrastructure fund.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would remove libraries, ambulatory health care centers and not-for-profit health care facilities from eligibility for grants from the Telecommunications Infrastructure Fund, and remove currently-allowable related uses from sections 57.046 and 57.047 of the Utilities Code. It is assumed that funds that would otherwise have gone to libraries and health centers would instead be distributed to the remaining eligible entities: public schools and institutions of higher education.
Local Government Impact
No significant fiscal implication to units of local government is anticipated. However, libraries, ambulatory health care centers and not-for-profit health care facilities would not have the opportunity to receive new grants from the Telecommunications Infrastructure Fund.
