LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 26, 2003

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1642 by Bailey (Relating to the conditions of employment for certain fire fighters.), As Introduced

No fiscal implication to the State is anticipated.

The bill would add Chapter 176 to Title 5, Local Government Code, to allow fire fighters in certain political subdivisions, including a municipality, to meet and confer with the employing agency regarding an employment agreement. The political subdivision's authority would be protected and strikes by the fire fighters would be prohibited. The bill would not require the public employer or a fire fighter association to meet and confer or to reach an agreement. The bill would take effect September 1, 2003.

Local Government Impact

If a political subdivision that employs fire fighters and a fire fighter association were to meet and confer, the costs to the political subdivision would be for staff and staff time. If an agreement is reached, the agreement itself would dictate any other fiscal impact.

No significant fiscal implication to units of local government is anticipated.
