LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 26, 2003

TO:
Honorable Norma Chavez, Chair, House Committee on Border and International Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1653 by Chavez (Relating to approval of the construction of a bridge over the Rio Grande.), As Introduced

No significant fiscal implication to the State is anticipated.

Based on the analysis of the Texas Department of Transportation (TxDOT), duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

According to TxDOT, estimated costs for additional weigh-in-motion equipment of $750,000 per unit would be realized for any new bridge constructed over the Rio Grande River where the bridge would be used for commercial truck traffic in accordance with federal law.  No costs would be realized for bridges constructed that would not be used for commercial truck traffic.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
