TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1660 by Flores (Relating to a report to the legislature regarding the installation and operation of video camera surveillance systems in county jails.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Jail Standards, not later than December 1, 2004, to submit to the presiding officer of each house of the legislature and to the presiding officer of the standing committee of the house of representatives having primary jurisdiction over county affairs a report regarding installation and operation of a video camera surveillance system in county jails. The section of the Local Government Code in which this requirement would be established would expire on December 2, 2004.

The bill would take effect September 1, 2003.

The commission estimates that implementing the provisions of the bill could be accomplished using existing agency resources.
