LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 29, 2003

TO:
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1660 by Flores (Relating to a report to the legislature regarding the installation and operation of video camera surveillance systems in county jails.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Jail Standards, not later than December 1, 2004, to submit to the presiding officer of each house of the legislature and to the presiding officer of the standing committee of the house of representatives having primary jurisdiction over county affairs a report regarding installation and operation of a video camera surveillance system in county jails. The report would also have to include statistics gathered by the commission regarding specifically listed jail issues. The section of the Local Government Code in which this requirement would be established would expire on December 2, 2004.

The bill would take effect September 1, 2003.

The commission estimates that implementing the provisions of the bill could be accomplished using existing agency resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
