This bill would amend the Health and Safety Code relating to the regulation of bottled and vended drinking water operators. The bill would change the certificate of competency currently required of bottled and vended drinking water operators to a permit. The bill would authorize the Texas Department of Health to set a permit fee by rule in an amount reasonable and necessary to administer the provisions of this bill.
This bill would take effect September 1, 2003.
According to the Texas Department of Health, the current cost of administering the bottled and vended drinking water operators license program is estimated at $23,236. A total of 165 operators paid the current $25 fee for a certificate of competency to generate a total of $4,125 in fee revenue.
It is assumed, that 165 permits would be issued or renewed each year, TDH would have to set each permit fee at $141 to cover the costs of administering the program. The total General Revenue generated for bottled and vended drinking water operators permits would be $23,265 each year. The additional General Revenue generated by the $116 permit fee increase would be the difference between $23,265 and $4,125 ($19,140 per year).
