HB1746 by Hunter (Relating to an exemption from tuition and fees at public institutions of higher education for certain adopted students.), As Introduced

No significant fiscal implication to the State is anticipated.


The bill would provide an exemption from the payment of tuition and fees to individuals who were adopted and under the conservatorship of the Texas Department of Protective and Regulatory Services(TDPRS).

TDPRS indicates that 631 adopted children will reach age 18 in fiscal year 2004 and 652 in fiscal year 2005.  Based on participation numbers provided by the Higher Education Coordinating Board, the fiscal impact to the state would be $124,457 in fiscal year 2004 and $150,944 in fiscal year 2005, up to $164,940 by fiscal year 2008. 

This cost assumes that General Revenue would be used to reimburse universities for this amount of loss in statutory tuition revenue.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.

There would be a loss of tuition revenue at community colleges; however, the loss would not be significant based on participation rates provided by the Higher Education Coordinating Board.  The loss of tuition revenue at community colleges would not be offset by General Revenue.
