The bill would authorize a political subdivision other than a county to change the date of its general election not later than December 31, 2003. An election on the new date may not be held before the uniform election date in May 2004. The bill would take effect immediately if it receives a vote of two-thirds in each house; otherwise, it would take effect September 1, 2003.
Existing statute allowed political subdivisions other than a county to change the general election date, but the applicable dates in which to make and implement that change have expired. The statute would reinstate that option for political subdivisions through 2004. Costs to change a general election date are for legal fees associated with obtaining pre-clearance from the US Justice Department.
