FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 4, 2003

TO:
Honorable Kenny Marchant, Chair, House Committee on State Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1778 by Gallego (Relating to access to birth records under the public information law.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 552.115 (a), Government Code, to make a birth record public information and available to the public on the 75th anniversary of the date of birth, rather than the 50th anniversary.   The Department of Health will absorb within current resources the costs of revising resource manuals, application documents and published information.

Local Government Impact

No significant fiscal implication to units of local government is anticipated. County clerks' offices may incur minimal costs to design and post signs informing citizens of the new regulation.
