LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 18, 2003

TO:
Honorable Harvey Hilderbran, Chair, House Committee on State Cultural and Recreational Resources

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1811 by Edwards (Relating to the appointment of board members to cultural arts councils in certain populous counties and municipalities.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would add to the Local Government Code a section on certain nonprofit cultural arts councils that receive money from the municipality or county where the council is established, the federal government, or the state, including through the Texas Commission on the Arts. The bill would take effect December 1, 2003.

Impact to the state would depend on whether or not funds are available and provided to the councils, and if provided, in what amounts.

The bill would apply to cultural arts councils located in a municipality with a population of 1.5 million or more or in a county with a population of 3.3 million or more. This criteria currently applies only to the City of Houston and to Harris County.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House as to its probable fiscal implication on units of local government.
