The bill would require the Department of Licensing and Regulation to register ringside physicians. The bill would also prohibit elimination tournaments for boxing, and add the price charged for sale or lease of broadcasting, television, and motion picture rights to ticket sales for determination of the total gate on which the 3% gross receipts tax is calculated.
The bill would take effect September 1, 2003.
The Texas Department of Licensing and Regulation anticipates an increase in collections of $11,250 each year for the gross receipts tax for boxing events. This estimate assumes an average broadcast rights fee of $15,000 per event, for 25 boxing matches.
The agency anticipates an increase of $1,050 in fee collections each year for registration of ringside physicians. This estimate assumes a registered population of 35 in fiscal year 2004 that would increase by two each year from fiscal year 2005-07 and by one in fiscal year 2008, with annual licensing fees of $30 per individual for both new and renewal licenses. The agency could absorb any additional costs associated with these licensees within current resources.
The agency assumes any reduction in the number of events related to a prohibition against elimination tournaments would be offset by an increase in the number of other types of boxing events.
