LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 22, 2003

TO:
Honorable Phil King, Chair, House Committee on Regulated Industries

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1893 by Deshotel (Relating to disbursements from the universal service fund.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Utilities Code Section 56.024 to require telecommunication providers receiving universal service fund disbursements to provide information regarding  expenditure of the disbursement. The analysis by the Public Utility Commission (PUC) indicates it could absorb the rulemaking costs within its current resources.

The bill also requires the PUC to compile information for public access regarding the revenue requirement.  The PUC could not predict whether this would result in an increased workload for       the agency.

The bill would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
