HB1913 by Phillips (Relating to the issuance of Smile Style license plates to benefit the Texas Dental Association Financial Services.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed “Smile Texas Style” license plates for passenger cars and light trucks.  The bill would require the plates to be designed according to specifications in the bill; that TxDOT would design the plates in consultation with the Texas Dental Assocation; and that applicants would submit a $30 annual fee in addition to other registration fees.  The bill would require $22 to be deposited to the general revenue fund for use only by the Texas Department of Health (TDH) in making grants to benefit the Texas Dental Association Financial Services for the sole use of providing charitable dental care and $8 to be deposited to the credit of the State Highway Fund to administer the provisions of the bill. 

 

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.  Also, the analysis provided by TxDOT and TDH indicate that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

 

Because the legislation would create a dedicated revenue source, the revenue source included in this bill would be subject to funds consolidation review by the current legislature.

 

The bill would take effect September 1, 2003.
