HB1913 by Phillips (Relating to the issuance of Smile Texas Style license plates to benefit the Texas Dental Association Financial Services.), As Introduced

No significant fiscal implication to the State is anticipated.

 

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed “Smile Texas Style” license plates for passenger cars and light trucks.  The bill would require the plates to be designed according to specifications in the bill; that TxDOT would design the plates in consultation with the Texas Dental Assocation; and that applicants would submit a $30 annual fee in addition to other registration fees.  The bill would require $22 to be deposited to the general revenue fund for use only by the Texas Department of Health in making grants to benefit the Texas Dental Association Financial Services for the sole use of providing charitable dental care and $8 to be deposited to the credit of the State Highway Fund to administer the provisions of the bill.  The bill would allow a vehicle owner to replace plates that were lost, stolen, or mutilated by paying TxDOT a $5 fee. The bill would require a vehicle owner to return the special plates to TxDOT, if the owner disposes of the vehicle during the registration year.
