LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 21, 2003

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1921 by Capelo (Relating to the immunization registry.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would require payors (insurance companies, health maintenance organizations, or other organizations that pay or reimburse claims for immunizations for children under 18 years of age) to provide immunization histories to Texas Department of Health (TDH).  TDH would be required to verify consent before including the information in the registry.

The bill would require TDH to protect the confidentiality of data elements and to provide for procedures that allow the parent, guardian, or managing conservator to have his or her child excluded from the registry.

TDH indicates no fiscal impact.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
