LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 30, 2003

TO:
Honorable Jaime Capelo, Chair, House Committee on Public Health

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1921 by Capelo (Relating to the immunization registry. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require payors (insurance companies, health maintenance organizations, or other organizations that pay or reimburse claims for immunizations for children under 18 years of age) to provide immunization histories to Texas Department of Health (TDH).  TDH would be required to verify consent before including the information in the registry.

The bill would require TDH to protect the confidentiality of records and to provide for procedures that allow the parent, guardian, or managing conservator to have his or her child excluded from the registry. The bill would require a provider's transmission of immunization information by electronic means or in writing. TDH indicates that any costs associated with implementing the provisions of the bill could be reasonably absorbed within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
