No significant fiscal implication to the State is anticipated.

The bill would create a single repository of children's immunization records at the Texas Department of Health (TDH). The bill would require insurance companies, health maintenance organizations, or other organizations that pay or reimburse claims for immunizations for children under 18 years of age to provide immunization histories to TDH.  It would also require health care providers who administer vaccines to persons under 18 years of age to report immunization histories to TDH unless the immunization history is submitted to an insurance company.

 

The bill would require TDH to protect the confidentiality of records in accordance with state and federal law and to provide for procedures that allow the parent, guardian, or managing conservator to have his or her child excluded from the registry. The bill would require a provider's transmission of immunization information by electronic means or in writing. TDH indicates that costs could be reasonably absorbed within existing resources.
