Honorable Florence Shapiro, Chair, Senate Committee on Education
FROM:
John Keel, Director, Legislative Budget Board
IN RE:
HB1949 by Eissler (Relating to the finality of a grade issued by a public school teacher.), As Engrossed
No fiscal implication to the State is anticipated.
The bill would prohibit action requiring a teacher to change a student’s grade unless the school district board of trustees determines the grade was given erroneously, arbitrarily, capriciously, or in conflict with the district’s grading policy.A determination by a board of trustees or its designee would be final and could not be appealed. However, a decision meeting the requirements for appeal to the Commissioner for Extracurricular Participation could still be appealed to the Commissioner of Education.
Local Government Impact
No fiscal implication to units of local government is anticipated.
