Estimated Two-year Net Impact to General Revenue Related Funds for HB1973, As Introduced: a negative impact of ($95,524) through the biennium ending August 31, 2005.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

The bill would require child support obligors to provide dental insurance in addition to medical insurance for a minor child.

Methodology

The Office of the Attorney General (OAG) assumes a one-time cost of reprogramming the automated system, TXCSES in order to track dental support payments. Two (2) FTEs would be needed to reprogram the system.

Technology

Technology costs include reprogramming TXCSES.  OAG assumes that 3,302 hours of reprogramming ($75.34 per hour) would be needed. The total cost is $283,894. The state share is $96,523. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
