FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 28, 2003

TO:
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2004 by Marchant (Relating to allowing a commissioners court to deliberate in a closed meeting regarding business and financial considerations of a contract being negotiated. ), As Passed 2nd House

No fiscal implication to the State is anticipated.

The bill would authorize a commissioners court in a county with a population of 400,000 or more, under certain circumstances, to conduct a closed meeting to deliberate business and financial issues relating to a contract. Not withstanding the Open Government Act, the commissioners court would be required to make a tape recording of the closed meeting.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
