No significant fiscal implication to the State is anticipated.
The bill would prohibit the detention of nonoffenders for any period of time in a secure detention or correctional facility. The bill would provide for remedies when such detention occurs including release and civil action. The bill also provides for a criminal offense for such detention. The bill would not have a significant impact on the state budget.
