HB2031 by Puente (Relating to the regulation of stormwater management by certain counties.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would change the criteria for which counties are eligible to take necessary or proper action to comply with requirements of the stormwater permitting program under the national pollutant discharge elimination system. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

Under current statute, the eligibility criteria applies to Harris County and a water district or authority that has boundaries coterminous with Harris County. The added eligibility criteria would also authorize Bexar County to take actions relating to the stormwater permitting program.


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House as to its probable fiscal implication on units of local government.
