Given the limited availability of TANF federal funds, for the purposes of this fiscal note, General Revenue is assumed as the Method of Financing. Should additional TANF federal funding be available, $1,577,000 in fiscal year 2004 and $538,000 in fiscal year 2005 in General Revenue costs assumed above could be financed with TANF federal funding.


Fiscal Analysis

The bill would amend Section 31.0041 of the Human Resources Code to provide the TANF one-time payment of $1,000 currently made to eligible grandparents to other relatives - great-grandparents, aunts, and uncles who are the primary caretaker of a TANF- eligible child residing with them.

Methodology

The Department of Human Services estimated the annual number of new payments to be 1,577 in fiscal year 2004. The fiscal year 2004 payments are to relatives already on TANF and new TANF cases. The department estimate indicated that the annual number of payments would drop to 538, 538, 530, and 522 respectively for fiscal year 2005 through fiscal year 2008 when only new TANF cases would receive the payment.

Local Government Impact

No fiscal implication to units of local government is anticipated.
