No fiscal implication to the State is anticipated.
The bill would set out procedures that must be followed relating to construction of certain wireless communication facilities. Persons wanting to construct a facility would be required to meet a number of requirements and file various documents with the county clerk or other designee of the commissioners court. The provisions of the bill would not preempt local ordinances regulating a wireless communication facility. The bill would take effect immediately if it receives a vote of two-thirds in each house; otherwise, it would take effect September 1, 2003 and would apply only to a wireless communication facility constructed on or after that date.
