No significant fiscal implication to the State is anticipated.

Because General Revenue funds for Worker's Compensation Insurance are appropriated on a sum-certain basis, there should be no additional cost in General Revenue in the 2004-2005 biennium.

However, this legislation would obligate the Texas A&M University System worker's compensation program to assume the compensatory costs of accidental injuries sustained by any non-agency employee covered under this legislation. Due to the lack of historical experience during State deployments, it is not to quantify specifically the potential costs to the System's program.

Local Government Impact

Some savings for local government units are anticipated.  However, due to the lack of historical experience during State deployments, it is not possible to estimate the amount of savings to local governments.
