No fiscal implication to the State is anticipated.
Current statute states that requirements pertaining to obtaining certain local permits do not apply to "regulations to prevent imminent destruction of property or injury to persons including regulations effective only within a flood plain established by a federal flood control program and enacted to prevent the flooding of buildings intended for public occupancy." The bill would change the wording to specify "from flooding" instead of "including regulations." The bill would take effect immediately if it receives two-thirds vote in each house; otherwise, it would take effect September 1, 2003.
