The bill establishes residency for licensing purposes for members of the Kickapoo Traditional Tribe of Texas who possess documentation of membership issued by the Bureau of Indian Affairs. The bill would allow documented members of the tribe holding a license to hunt antlerless deer at any time of the year between 30 minutes before sunrise to 30 minutes after sunset, and would require, at certain times, members to notify the local game warden at least 24 hours prior to hunting the antlerless deer.
The bill would take effect immediately with a two-thirds vote of all members elected to each house, otherwise it would take effect September 1, 2003.
