The bill would amend the Local Government Code to require that the election for a proposed charter amendment for a home-rule city be held on the first authorized uniform election date. The bill would take effect immediately if it receives a vote of two-thirds in each house; otherwise, it would take effect September 1, 2003 and apply to all charter amendment elections ordered to be held on or after the effective date.
Under current statute, an option is also available for holding the election for a proposed charter amendment on the first authorized uniform election date or the earlier of the date of the next municipal general election or presidential general election. Removing the option would have no fiscal impact.
