FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 24, 2003

TO:
Honorable Glenn Lewis, Chair, House Committee on County Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2205 by Hilderbran (Relating to certain mass gatherings. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to change the definition of mass gathering and as the code relates to the procedures for obtaining a permit to hold certain gatherings. The bill would also amend the Local Government Code as it relates to obtaining permits for holding events in certain facilities. The bill would take effect September 1, 2003 and apply only to a permit for which an application is filed on or after that date.

The additional procedures would affect the county health authority, county fire marshal, county sheriff, county judge, and municipalities. Responses from a sampling of each indicated that there would be no significant fiscal impact.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
