May 6, 2003

TO:
Honorable Carlos Uresti, Chair, House Committee on Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2222 by Chisum (Relating to the administration and functions of the Texas Department of Human Services. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Department of Human Services (DHS) and the Texas Workforce Commission (TWC) to revise and update a memorandum of understanding and coordinated case management plan to include recommendations and strategies related to the employability of recipients of financial assistance. In addition, the bill would require DHS, TWC, and local workforce development boards to conduct a survey of best practices used to transition clients between local DHS offices and workforce centers. DHS would be required to analyze the results of the survey as well as formulate recommendations and strategies.

The agencies indicate that implementation of the bill would have no fiscal implication to the state.

Local Government Impact

No fiscal implication to units of local government is anticipated.
