FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 1, 2003

TO:
Honorable Norma Chavez, Chair, House Committee on Border and International Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2254 by Flores (Relating to the eligibility of nonborder areas for certain state assistance and coordinated outreach.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would remove non-border colonias from being eligible for assistance from the Water Development Board through the Water Loan Assistance Fund. The bill would also remove non-border colonias from certain exceptions to grant and contract management standards established in Section 15.008, Water Code. No significant impact to the Water Development Board is expected.

The bill would remove the requirement that the colonia initiatives coordinator, currently at the Secretary of State Office, provide outreach to non-border colonias. No significant fiscal impact to the Secretary of State is expected.

The bill would also change the definition of colonia in the General Government section 775.002 (c) designating only areas that are in a county within 50 miles of the international border, reducing it from the current 150. No significant impact to either the Office of Rural and Community Affairs or the Department of Housing and Community Affairs is expected.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
