The bill would shorten the period during which a taxpayer must rollback taxes on agricultural or open-space land. Rollback taxes would be delinquent and would incur penalties and interest if not paid before the first day of the next month that would provide at least 21 days after the date the bill was mailed. These amounts do not impact the amount of taxable property values reported by the Comptroller to the Commissioner of Education. As a result, no fiscal implication to the State is anticipated.
A taxpayer currently has until the next February 1, that is at least 20 days after the date the bill is delivered. Passage of this bill would shorten the period during which a taxpayer must pay rollback taxes on agricultural and open-space land and speed up the payment of rollback taxes. Taxing units receiving rollback tax revenues would benefit by the use of those revenues at an earlier date than provided by current law.
