No significant fiscal implication to the State is anticipated.

Section 1 of the bill, requiring district committee consideration and analysis of dropout-related data, has no fiscal impact to the state.  Section 2, establishing a middle college education pilot program, has no significant fiscal implications for the Foundation School Program.  It is assumed that any additional costs to the Texas Education Agency to administer the pilot program would be covered with existing resources or accepted gifts, grants and donations.  It is further assumed that colleges, universities and technical schools are eligible to receive formula funding for the hours generated by middle college participants in the same manner that they receive formula funding for dual enrollment programs currently.

Section 3, expanding the Commissioner's options for accreditation sanctions, also has no fiscal impact on the state. 


Local Government Impact

No significant fiscal implication to units of local government is anticipated.  Much of the data required by section 1 of the bill currently is available to districts.  The cost to districts to acquire data not currently collected is not expected to be significant.  The expansion of accreditation sanction options available to the Commissioner in section 3 may impose significant costs to districts facing the sanctions.  However, given the discretion afforded the Commissioner on the use of these sanctions and the relatively small number of districts expected to face such accreditation sanctions; costs to districts are not expected to be significant on a statewide basis.
